On October 4 PDU leader attended the Autumn Session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg. He spoke at the meeting of the parliamentary group of Alliance of Liberals and Democrats for Europe "(ALDE) and also held several working meetings with members of the PACE delegations.
On October 5 Mikhail Kasyanov submitted to the European Court of Human Rights (ECHR) in Strasbourg, the request for priority consideration of PDU's appeal about the refusal by the Russian authorities to register the political party (the initial complaint was registered with the ECHR in September 2008). The current appeal to the ECHR due to the upcoming parliamentary elections. The petition states that on the eve of forthcoming elections, the non-registered political Party will not be permitted to participate in the upcoming election, and 56,000 of its members, united by liberal and democratic views, as well as millions of Russian citizens who support the political program of the Party will be isolated for a long period from the political life of the country.
On the same day press conference by Mikhail Kasyanov on "Elections in Russia in 2011-2012" was held in the building of the Council of Europe.
On October 6 Mikhail Kasyanov met with French Minister of Foreign Affairs Bernard Kouchner at the offices of Ministry of Foreign Affairs in Paris (Quai d'Orsay). Kasyanov and Kouchner discussed the state of relations between Russia and France, Russia and the European Union, as well as the situation with political freedoms and human rights in the Russian Federation, including the recent developments in the Khodorkovsky case. On October 7 Mikhail Kasyanov met in Brussels with the leaders of ALDE faction of the European Parliament and the European Liberal, Democrat and Reform Party (ELDR), as well as representatives of the European Commission.
